Program Description

The Basic Environmental Health Program (BEHP) is an introductory training program designed to equip entry level environmental health personnel with the basic knowledge, skills and abilities needed to develop competency in their initial and future duties. The BEHP is recognized as the health training course approved by the State Health Department pursuant to Part 11 of the State Sanitary Code for individuals employed in Public Health Sanitarian and Technician titles in New YorkState. Experienced environmental and public health staff, faculty, and industry experts provide a rich overview of major environmental and public health components and programs conducted in New York, together with instruction on the related specialized science and technology.  Designed to prepare staff for additional specialized training and mentored experience, the program is coordinated for the New York State Department of Health through an agreement with the University at Albany School of Public Health. The BEHP consists of in person classes presented over a period of about 3 months (typically, one to three days per week), field exercises conducted with a qualified mentor at the student’s home office, and several webinar and on-line courses. There are no registration or tuition fees.


Students expecting to receive a certificate of completion for this program must:

1) attend all in-person courses and webinars and pass each exam with a score of 70% or higher. They include:

  • Introduction to Public Health in NYS (UASPH-PH 101; in-class)
  • Public Health Microbiology (UASPH-PH 103A; in-class)
  • Communicable Disease Control (UASPH-PH 103B; Webinar)
  • Zoonosis (UASPH-PH 103C; in-class)
  • Insects as Disease Vectors (UASPH-PH 103D; in-class)
  • Indoor Air (UASPH-EH 104A; in-class)
  • Radiation Health (UASPH-EH 104C; in-class)
  • Contaminated Sites (UASPH-EH 104D; in-class)
  • Basic Concepts in Pest Management (UASPH-EH 105A; Webinar)
  • Testimony and Enforcement in NYS (UASPH-EH 106; in-class)
  • Bureau of Community Environmental Health and Food Protection Programs (UASPH-EH 107; in-class)
  • Body Art (UASPH-EH 107A.1; Webinar)
  • Tobacco Enforcement (UASPH-EH 107A.2; Webinar)
  • Lead & Healthy Neighborhoods (UASPH-EH 107A.3; Webinar)
  • Concepts of Water Supply Protection (UASPH-EH 109; in-class)
  • Confined Space Awareness Training (DOH -CS 100 - Webinar)

2) complete the following on-line courses and field exercises (links to these courses are provided on the registration web site http://www.albany.edu/sph/coned/behp.htm or via the link under section detail of your course listings in your "My Courses" tab).

  • UASPH-EH 104B: Public Health Assessment (ATSDR) Overview I & II 
  • NYNJ-201: Orientation to Public Health (prerequisite to the classroom session of UASPH-PH 101, Introduction to Public Health in NYS)
  • UACPHP-206: Field Epidemiology (please note that this online course should be completed prior to attending the classroom session of UASPH-PH 103B, Communicable Disease Control)
  • NYNJ-042: Exploring Cross-Cultural Communication
  • NYNJ-068 a or b or c or d: Practicing Cross-Cultural Communication (complete only one of the four scenarios/modules)
  • UACPHP-200: Microbiology: An Introduction (prerequisite to the classroom session of UASPH-PH 103A, Public Health Microbiology)
  • FEMA IS-100.A: Introduction to the Incident Command System
  • FEMA IS-200.A: Incident Command Systems for Single Resources and Initial Action Incidents
  • FEMA IS-700.A: National Incident Management System (NIMS), An Introduction
  • UASPH-EH 107-FE1:   Bureau of Community Environmental Health & Food Protection (High-risk FSE Inspection; complete prior to attending EH 107 in-class)
  • UASPH-EH 107-FE2 : Bureau of Community Environmental Health & Food Protection (Swimming Pool Inspection; complete prior to attending EH 107 in-class) 
  • UASPH-EH 108: Elective Field Exercise (complete before end of program)
  • UASPH-EH 109-FE:  Non-Community Water Supply Inspection (complete prior to attending EH 109 in-class)
