Program Description

Building Competency in Emergency Management: A Program to Develop the Next Generation of Emergency Leaders 

This multi-course program is designed to equip emerging emergency management professionals with the foundational knowledge, practical skills, and leadership competencies needed to guide organizations through all phases of an emergency. Through a structured progression of learning—from mitigation and planning, to response, to recovery and continuous improvement, participants will gain a full-spectrum understanding of effective emergency management.

  • Course A – Risks & Plans introduces participants to the core principles of emergency management, including the four phases (Mitigation, Planning, Preparedness, Response, Recovery) and the fundamentals of the Incident Command System (ICS). Participants will identify and prioritize hazards, build threat matrices, and learn about plans aligned with community and organizational risks.
  • Course B – Teaching & Training focuses on building an effective, trained, and coordinated workforce. Participants will learn and engage best practices for teaching, training, and exercising emergency plans, identifying capability gaps, and strengthening readiness through collaboration with partners and stakeholders.
  • Course C – Activation, Recovery, & Beyond prepares participants for the complexities of real-world emergencies by exploring plan activation, operational coordination, data collection, and incident demobilization. Emphasis is placed on navigating recovery challenges, conducting after-action reviews, and cultivating leadership skills such as communication, decision-making, and effectively identifying problems, while supporting responder well-being, and updating plans and procedures based on the event.

Together, these three courses form a robust developmental pathway that empowers the next generation of emergency leaders to plan, respond effectively and guide their organizations toward resilience and long-term recovery. Those that attend all three courses will receive a Certificate of Program Completion

TARGET AUDIENCE:  the course series is designed for those new to the field of emergency management, new to their role, or supports emergency preparedness in their agency.

INSTRUCTORS 
The course instructors have a combined 100+ years in emergency management encompassing a variety of experience working with Emergency Medical Services, Hospitals, Local and State Health Departments, County/State Office of Emergency Management and other Healthcare Emergency Preparedness Coalition partners.  Field experience includes: Post-911 response, state and national health planning for bio- terrororism, Strategic National Stockpile, Pandemic planning and COVID response, as well as countless local, regional and statewide activations.

ENROLLMENT INSTRUCTIONS

  1. The NYLearnsPH.com LMS features one-click program enrollment. 
    1. If a course only has one available/active section then the learner will be automatically enrolled in that course section when they choose to enroll in the program. 
    2. If a course has more than one active section, then the learner will  be required to select and enroll in one of the available sections.
    3. If the available sections are full and/or have an active waitlist -OR- requires administrator approval, then the course will be added to a list of pending (program) courses until the learner's course status is resolved. 
  2. Once enrolled, the program will be added to My Courses > My Programs area. 
    1. Click on the program name and you will be able to take any actions needed with respect to the program in question.
